The reopening date is fixed months ahead and published to customers. Around it sit the constraints that actually govern the work: centre management servicing windows, landlord shell handovers, Network Rail possession protocols, noise limits from nearby residences, and in many cases a live store that has to keep trading while the work happens. Those constraints set the programme. They are established before it is written, not discovered during it.
